City of Unalaska is accepting applications for the position of Director of Parks, Culture, and Recreation for a well-established department in the number one commercial fishing port in the United States, the International Port of Dutch Harbor.  Unalaska is a coastal community located in the Eastern Aleutian Islands with a multi-cultural population of approximately 4,700 full-time residents with seasonal influxes from multiple commercial fishery operations.

GENERAL DESCRIPTION:  This executive position, under supervision of the City Manager, functions as the manager of the Department of Parks, Culture, and Recreation (PCR).  This position supervises and performs a variety of complex professional and administrative work in planning, developing, scheduling, and implementing a year-round city-wide parks, culture, and recreation program.  This position manages and oversees all matters relating to the administration and operation of the Community Center, the Burma Road Chapel building, the Unalaska Library, , and the Aquatics Center

EXAMPLES OF WORK:  Plans and organizes workloads and assignments for a staff of 30 and has direct supervisory responsibilities over the Recreation Manager, Aquatics Manager, Operations and Facilities Manager and Librarian; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.  Responsible for ensuring effective and efficient use of budgeted resources by monitoring department's revenues and expenditures to ensure sound fiscal control.  Prepares annual budget requests and provides planning and budgetary information to the City Council.  Provides leadership and direction in the development of department's short and long-range plans as directed by the City Manager, and coordinates activities to achieve them.  The position participates in the team management of PCR related capital projects.  Facilitates and supports the activities of the City’s appointed Parks, Culture, and Recreation Advisory board, and the Library Advisory Committee.  Promotes interest in department programs.  Other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of the principles and practices of a modern parks and recreation program, and the required equipment and facilities; thorough knowledge of public administration and management, including accounting, budgeting, fiscal control, program and strategic planning; and thorough knowledge of employment supervision including employee development, labor contract requirements, performance evaluations, and progressive discipline.  Have skill in establishing and maintaining productive working relationships with a variety of individuals.  Must possess excellent written and oral communication, problem solving, and interpersonal skills.  Ability to work under pressure and to maintain professionalism while meeting deadlines.  Ability to plan, organize, coordinate, and implement a comprehensive community park and recreation program; ability to coordinate, analyze, and utilize a variety of reports and records; ability to research, write, and present reports. 

EDUCATION AND EXPERIENCE:  Four (4) year degree in recreation administration or a related field.  Seven (7) years of progressively responsible experience in parks and recreation programs.  Five (5) years of supervisory level experience.  Three (3) years of experience at the executive management level.  A CPRP (Certified Park and Recreation Professional) is preferred.  Experience with organized workforce, contract negotiations, and grant administration preferred.  Alaska experience preferred.  Other combinations of education and experience which provides the required expertise, will be evaluated on an individual basis.

LICENSES AND SPECIAL REQUIREMENTS:  A valid Alaska driver's license is required or ability to obtain one within 30 days of employment or prior to operating a City vehicle.  Willingness to work evenings and weekends is required.  Position is subject to pre-employment drug screening. Position is subject to pre-employment, post-offer criminal investigation as defined by Alaska Statute 12.62.

PAY RANGE:  $84,826.26-$135,722.02*                                 Regular Full Time Position / Excellent Benefits
             *(Salary will be based up to the midpoint of the range:  $110,274.14, dependent on qualifications)
