The Department of Ports & Harbors is accepting applications for the position of: Harbor Officer. Position is open for applications until filled.

GENERAL DESCRIPTION:  Under supervision of the Harbormaster this position monitors Port & Harbor Facilities, terminal operations and activities by following City and Departmental Policies as well as State and Federal regulations. 

EXAMPLES OF WORK:  Patrol and monitor Port terminal activities. Responsible for accurately writing and submitting daily logs and various job related reports. Responsible for placement of vessels and ensuring secure mooring. Facility maintenance including snow removal, dock cleaning, painting and repairs of 6 marine facilities, airport terminal building equipment and vehicles.  Will actively monitor marine facilities for maintenance, safe practices, environmental compliance, and compliance for Homeland Security.  Monitor and remove from waterways, beaches, dumpster areas, and Port facilities; debris, wood, and other trash or hazards.  Respond to marine and waterside emergencies including search and rescue as an active crew member on the Port response vessel. Successful applicant may work Security operations at various City facilities. And must have the ability to work with other City Departments and Government Agencies inclusive of but not limited to Fish and Game, United States Coast Guard, and State Troopers.  Monitor and investigate oil, fuel and other pollution or spills.  Other related duties as assigned. Monitor and secure airport terminal building, monitor airport parking and storage.

KNOWLEDGE, SKILLS AND ABILITIES:  The ability to make decisions without direct intervention of a supervisor. The successful applicant must have the knowledge or ability to acquire the skills necessary, to perform Port related duties such as line handling and knots training, cold water extraction techniques, and hypothermia treatment as pertains to maritime industry. Successful applicant will have knowledge of maritime regulations and terminology.  Must have ability to work with the public and retain professional demeanor in confrontational situations. Applicant must have ability to effectively communicate verbally and in writing and ability to maintain confidentiality. They must also have to use general office equipment including VHF radio.

EDUCATION AND EXPERIENCE:  High School Diploma or GED equivalent required. Valid First Aid Card preferred.  Additional education or training in maritime industry or emergency services preferred.

LICENSES AND SPECIAL REQUIREMENTS: A valid Alaska driver's license required.  Valid TWIC Card is required for this position Port and harbors is a 24-hour operation, rotating shifts may be required.  Occasional emergency or non-traditional work hours may be necessary.  The Harbor Officer will perform duties outdoors in adverse weather conditions. No drug or felony convictions within the previous ten years.  Position is subject to successful completion of a drug test prior to beginning work.
