City of Unalaska Ordnance 80-03 established the Parks, Culture and Recreation Department (PCR) on June 12, 1980. From a modest three person staff in 1988, the Department experienced dramatic growth in the 1990's. PCR has developed a comprehensive program of recreation activities, aquatics programs, park development and library services for the community of Unalaska. The largest increase of staff occurred in 1995 when the 30,000 square foot Community Center opened. Further labor increases occurred when the PCR Department opened Unalaska's beautiful new Public Library facility in 1999. PCR took over operation of the Aquatics Center from the school district in 1998 and completed a major renovation to the facility, complete with a new pool and water slide in 2006. From the modest three person staff in 1988, PCR grew to a staff of 22 full time employees in 2007. Further strides were made in 2010 with the renovation of the Community Center, adding a music room and expanding our cardio, weight and kids' rooms.

The Parks, Culture and Recreation Department consists of five divisions, each responsible for a specific area of operation.  Each Division's Supervisor reports to the PCR Director. The four Divisions are:

  • Operations 

  • Recreation Programming 

  • Library

  • Aquatics Center
