Local Emergency Planning Committee (LEPC)

Organization

The Aleutian & Pribilof Islands Local Emergency Planning Committee (LEPC) is an organization concerned with promoting emergency planning and preparedness throughout the region. The committee is based out of Unalaska and represents Unalaska, Nikolski, Adak, Atka, Saint Paul, and Saint George. The LEPC is a requirement by Federal Law and Alaska Statute due to an industrial accident that took place in Bhopal, India in 1984.

LEPC members are volunteers and government employees who live within a specific region. Federal legislation states that, as a minimum, each LEPC shall include representatives from the following groups: 

  1. Elected local officials

  2. Law enforcement, civil defense, firefighting, first aid, health, local environmental, hospital, and transportation personnel.

  3. broadcast or print media

  4. community groups

  5. Owners and operators of facilities subject ot the requirements of 42 U.S.C. 11001 - 11005.

  6. Representatives of a local or inter-jurisdictional disaster planning and service area if one has been established that includes part of the district; and

  7. Members of the public that are not described in (1) - (6) of this subsection.  

The LEPC Handbook (see below) describes the purpose of a Local Emergency Planning Committee as follows:  "Local Emergency Planning Committees (LEPCs) work to understand the hazards in the community, develop emergency plans in case of an accidental release or natural disaster, and look for ways to prevent accidents.  The role of an LEPC is to form a partnership between local governments and industries to enhance all-hazards preparedness.  The local government is responsible for response planning within their jurisdiction." 

Meetings

The Aleutian & Pribilof Islands LEPC has meetings every 6-8 weeks depending on circumstances.  To be notified of upcoming meetings, you may contact LEPC Chairperson Peter Gurney at [email protected] 

For remote communities and individuals that are unable to attend in person, there is a Zoom option for all meetings.  This will allow you to attend and participate in all meetings remotely.
