The City of Unalaska (the City), Department of Public Utilities, Water Division, is requesting Proposals for the DOMESTIC WATER SYSTEM ANNUAL BACKFLOW PREVENTION ASSEMBLY TESTING AND REPAIR - 3-YEAR MAINTENANCE CONTRACT (the Work).  The Work includes testing and certifying 64 backflow preventers on an annual basis with up to two (2) one-year renewals and providing maintenance work and upgrades as necessary to maintain fully functional systems meeting regulatory requirements.  Of the 64-units, seven (7) are known to have failed tests and require rebuilding as part of the Base Bid.

Regulations mandate that City Utilities and Water Districts throughout Alaska must protect their water distribution systems from possible contamination by identifying systems that pose a potential risk to drinking water quality. The City of Unalaska Water Utility has chosen is to mandate service isolation by the installation of Backflow Preventers (BFP’s) on all commercial buildings, fire systems and multi-family residential buildings of three units or greater.  The City requires the proper backflow prevention assembly to be installed and maintained. Annual inspections of these backflow assemblies are required to ensure the assembly is working properly and the water system is adequately protected.  All BFP testing shall to conform to the USC FCCC HR (University of Southern California Foundation for Cross-Connection Control and Hydraulic Research) Manual of Cross Connection Control, 10th Edition.

The Prime Contractor shall have a State of Alaska Contractors license appropriate for the types of work to be performed.  The Prime Contractor shall have or employ a company  with qualifications designing, installing, testing, or maintaining fire alarm signaling systems, or automatic fire suppression systems that must employ sufficient personnel who hold valid permits in the appropriate classifications as required under Alaska Fire System Permits to provide direct oversight and supervision of work being performed on the fire systems.  All Work on backflow assemblies and on Fire Sprinkler Systems shall be provided by workers that are registered and certified to legally provide that work. All Work on backflow assemblies and on Fire Sprinkler Systems must be provided by workers that have current certifications in University of Southern California Foundation for Cross-Connection Control and Hydraulic Research in Cross Connection Specialist Certification and Backflow Assembly Tester Certification.   Current and up to date tester certifications with the Municipality of Anchorage meeting AAC 23.10.105.2.5 or the City of Unalaska Cross-Connection Control Program will be accepted.
