INVITATION TO BID
The City of Unalaska is seeking sealed bids and technical proposals for the CITY OF UNALASKA – UMC DOCK POSITION III & IV REPLACEMENT.
The work will include, but not be limited to, furnishing all labor, tools, equipment, and materials and performing all operations in connection with the CITY OF UNALASKA – UMC DOCK POSITION III & IV REPLACEMENT.
The estimated contract value is greater than $25,000,000.
The work generally consists of replacing a portion of the UMC Dock located on Ballyhoo Road. This work will require demolition of portions (Positions III & IV) of the existing structure to allow for installation of a new OPEN CELL SHEET PILE™ bulkhead with an approximate length of 750 feet. Major work items include demolition of two existing pile supported docks, removal and salvage of existing armor rock, and installation of a new sheet pile bulkhead, vibracompaction, structural steel, new pile supported concrete crane rail beams, interlocking concrete block pavement surface, and high mast lighting. Additional work items that are constructed as part of the Project include new fenders, a new water service, removal of existing fuel lines, installation of new fuel lines and associated cathodic protection system, removal of asphalt and concrete pavement, as well as storm drain, sewer, electrical, and communication improvements.
Additive alternates for this project include development of a nearby material source on City land to furnish shot rock fill for the project.
This project includes in-water work, and must comply with Protected Species monitoring in accordance with the Specifications and Project Permits.

Technical proposals, as described in Section 00400 – Selection Procedures, will be received until 2:00 p.m. (AKST) on March 15, 2017. Any bids received after this time will not be considered.
Sealed Bid Forms will be received until 2:00 p.m. (AKST) on March 22, 2017, and then will be publicly opened and read after all technical scoring is complete. Any Bid Forms received after the time and date specified will not be considered. Only Bidders previously submitting a technical proposal before the time and date specified for technical proposal submission will be considered.
