The scoping study should evaluate the existing facility and available information to
develop three to four options for improvements best suited to address facility needs
over the life of the facility.

A scoping study is the planning activity and documentation required to achieve a
successful outcome for this project. It follows initial planning and precedes the design
and construction stages. The scoping study is the “business plan” for this project and
identifies the goals to for how a project will function to serve operations and obtain the
full support and embracement by City of Unalaska management and the community.
The scoping study will communicate essential project objectives with factual data, such
as cost estimates, before the actual design process commences or other decisions are
made. Should this project receive further funding, the scoping study will be the
document used to communicate the project requirements to the design team.

Three options will be refined with staff meetings providing input and feedback with
selections ultimately used to determine the scope for design of future improvements.
The study results should be summarized in a written report and other visuals that present the information to the City of Unalaska.
