INVITATION TO BID

Sealed Bids for the City of Unalaska Inspecting, Testing and Certifying Fire Alarm Systems, Sprinkler Systems, and Special Hazard Suppression Systems as described in the ANNUAL TECHNICAL SERVICES - RFQ, addressed to the City of Unalaska, will be received at the following location:

Sealed bids will be received until 2:00 p.m., local time on June 30, 2016, and then will be publicly opened and read.  Any bids received after the time and date specified will not be considered.

The work will include, but not be limited to, furnishing all plant, labor, tools, equipment, and materials and performing all operations in connection with Inspecting, Testing and Certifying Fire Alarm Systems, Sprinkler Systems, and Special Hazard Suppression Systems as described in the ANNUAL TECHNICAL SERVICES - RFQ.

Work includes two 1-year service contract renewal options using unit prices established in the bid proposal.  Technical questions shall be directed in writing to Bill Dunkelberger, at the address shown below.  A copy of the Bidding Documents can be obtained at the City of Unalaska Website, http://www.ci.unalaska.ak.us/rfps, for no charge.

Each Bid must be submitted on the prescribed form and accompanied by bid security as prescribed in the Instruction to Bidders, payable to the City of Unalaska, Alaska, in an amount not less than 5 (five) percent of the Total Bid amount.  The successful bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract, as prescribed in the Bidding Documents.

A prebid telephone conference will be held on June 16, 2016 at 2:00 p.m. at the City of Unalaska Department of Public Works and by teleconference.  A site visit by all bidders is strongly recommended.

The successful Bidder shall hold such Contractors and Business Licenses as required by State Statutes and City of Unalaska Municipal Code Section 9.30.010.  The right is reserved to reject any or all Bids, to waive informalities or irregularities in the bidding, and to accept bids that are considered to be in the best interest of the City of Unalaska.

No bidder may withdraw its bid after the time set for opening thereof, except as provided in the Instructions to Bidders or unless the award of the contract is delayed for a period exceeding 60 days.

Prevailing Wage Requirements:  All workers shall be paid prevailing wage rates as described in the State of Alaska LABORERS’ AND MECHANICS’ MINIMUM RATES OF PAY, Title 36, Public Contracts, AS 36.05 & AS 35.10 Wage and Hour Administration Pamphlet No. 600 – Latest Revision. The wages published on that date will prevail throughout the entire project regardless of the duration.
