POSITION: Purchasing Agent
SALARY: $37.74-$40.04/hour
The City of Unalaska is located in the number one commercial fishing port in the United States, the International Port of Dutch Harbor. Unalaska, Alaska is a coastal community located in the Eastern Aleutian Islands with a multi-cultural population of approximately 4,000 full-time residents and seasonal influxes from multiple commercial fishery operations.
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary.
GENERAL DESCRIPTION: This position, under the direction of the Finance Director, is responsible for administering, organizing, and coordinating purchasing activities for the City of Unalaska.
EXAMPLES OF WORK: Coordinates the purchases of supplies, materials, equipment, and contractual services for the City, including the enterprise funds, with the objective of obtaining the most suitable quality under delivery and pricing constraints. Oversees the bid process for large purchases. Researches the market for more economical sources of supply and/or viable substitutes while maintaining or improving the quality of purchases. Responds to inquiries from contractors, vendors, suppliers, and the general public regarding purchases. Prepares reports, designs forms, and initiates correspondence pertaining to purchasing activities. Maintains purchase request/purchase order files. Develops and establishes purchasing procedures, methods, and record-keeping systems. Performs other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of purchasing principles, practices, procedures, and techniques—including bidding practices and standards. Ability to maintain effective working relationships with vendors, suppliers, and City employees. Ability to write purchasing procedures. Must be able to work independently with good judgment to solve purchasing issues. Ability to analyze bid requirements, specifications, prices, and quality of large purchases. Computer skills required.
EDUCATION & EXPERIENCE:
Required: High school diploma or GED equivalent
Preferred: Four (4) year degree in business or a related field. Two years of purchasing experience is required. Years experienced in purchasing may be substituted for education.
LICENSES & SPECIAL REQUIREMENTS:
Must be at least 18 years of age.
Required to have, or be able to obtain, an Alaska Driver’s License within 90 days of hire.
Ability to pass all required pre-employment testing i.e. Criminal background and History and future periodic random drug testing.
Must be eligible to work in the US; requirements by Federal Law if hired must complete employment eligibility verification form (I-9).
BENEFITS & SALARY:
If applicable, lump sum relocation assistance (taxable) maximum of $7,000 plus airfare for the employee and one family member
Travel allowance is $2,000 every year on your hire date after 1st year of employment.
Longevity bonus of $2,000 beginning on the third (3rd) year anniversary
Education Incentive per month dependent on degree, Associate $200, BA $300, Master $400
