POSITION: FIRE CAPTAIN
SALARY: $42.57 - $45.16 / hour (Step 1-3)
The City of Unalaska is located in the number one commercial fishing port in the United States, the International Port of Dutch Harbor. Unalaska, Alaska is a coastal community located in the Eastern Aleutian Islands with a multi-cultural population of approximately 4,000 full-time residents and seasonal influxes from multiple commercial fishery operations.
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary.
GENERAL DESCRIPTION: The Fire Captain is responsible for the protection of life and property by performing firefighting duties, administering emergency aid, mitigating hazardous materials situations, acting as the Division's training officer and performing fire prevention duties. The position is responsible for maintaining and supervising the basic maintenance of Fire and EMS apparatus, equipment and facilities. The position is responsible for oversight of Fire & EMS specific functions; to include-acting as a liaison between the City and various local and state agencies and supervising the Firefighter positions.
EXAMPLES OF WORK: Responsible for the scheduling, administration, and oversight of a volunteer/professional Fire & EMS operation. Functions in a supervisory EMT capacity in response to ambulance requests. Responsible for supplying ambulances with required operational equipment and supplies. Fire Chief is contacted to approve expenditures. Develops, plans, schedules, and conducts medical training and fire programs for Emergency Responders, City Departments, and the general public. Functions as the department liaison with Department Sponsoring Physician, lliuliuk Clinic and other related local, state, and Federal Emergency Medical Departments. Responsible for Annual Certification of Ambulance Service, Fire Department and required State and Federal reports. Responsible for department compliance with applicable fire and emergency medical rules, regulations and laws. Performs other related duties as assigned. Functions as a Firefighter/ Command Officer in response to fire incidents. Supervise two paid Firefighter positions and two volunteer Fire Lieutenant positions by assigning tasks that relate to the daily operations the Fire Department. Completes annual and probationary employee performance evaluations for the positions which are supervised. Assists the Fire Chief in the management of the Fire/EMS Department.
KNOWLEDGE, SKILLS & ABILITIES: Knowledge of firefighting and EMS procedures, practices and techniques. Knowledge of testing, maintenance, inspection and operation of fire department apparatus, equipment and tools. Ability to work effectively with the public in a courteous, efficient, and professional manner. Ability to establish and maintain productive working relationships with the City of Unalaska staff, the public, vendors, and agencies. Strong written and oral communication skills, problem-solving skills, and interpersonal skills. Ability to maintain professionalism under pressure. Ability to complete assigned tasks and supervise employees. Ability to operate a motor vehicle. Ability to teach topics such as Basic Life Support (or equivalent}, EMT, Firefighter courses and Hazardous Materials Courses.
EDUCATION & EXPERIENCE:
Minimum
High school diploma or GED equivalent
Alaska EMT I Instructor certification must be obtained within one year of employment
IFSAC or Alaska Firefighter II certification or Firefighter I with equivalent experience
IFSAC or Alaska Fire Instructor I certification Must be able to obtain a valid Alaska Driver's License
EMT III, AEMT Certification
Three (3) years' experience with a paid or 5 years with a volunteer fire service
Basic Life Support Instructor certification
Fire Officer I certification within one year of employment
ICS 100, 200, 300, 400, 700, and 800
Preferred
Experience organizing and supervising fire service volunteers and paid staff is preferred
One (1) year of experience as a volunteer Fire Department's or EMS agency's Training Officer
Alaska Paramedic MICP
College level course work preferred
Three (3) years' experience as a certified Fire Instructor I
Fire Officer II certification
LICENCES & SPECIAL REQUIREMENTS:
Must be at least 18 years of age.
Required to have, or be able to obtain, an Alaska Driver’s License within 90 days of hire.
Ability to pass all required pre-employment testing i.e. Criminal background and History and future periodic random drug testing.
Must be eligible to work in the US; requirements by Federal Law if hired must complete employment eligibility verification form (I-9).

If applicable, lump sum bonus (taxable) of $5,000 (refer to PSEA Collective Bargaining Agreement for details)
If applicable, reimbursable relocation assistance (taxable) maximum of $5,000 plus one (1) way airfare including one (1) dependent (refer to PSEA) for details)
Work out incentive pay up to $450 /month
Education incentive per month dependent on degree Associate $200, BA $300, Masters $400
Travel allowance $2,000 every year on your date of hire
Longevity bonus up to $12,000 (refer to PSEA Collective Bargaining Agreement for further details)
