The Department of Finance is accepting applications for the position of: FINANCE DIRECTOR. Position is open until filled.
GENERAL DESCRIPTION: This executive level position, working under the broad policy guidance and supervision of the City Manager, is the Chief Financial Officer and is responsible for a variety of complex supervisory, professional, administrative and technical accounting and financial functions in maintaining the fiscal systems and records of the City of Unalaska.
EXAMPLES OF WORK: Manages and supervises the Department of Finance. Assigns operations to achieve goals with available resources. Plan and organize workloads and staff assignments. Assists the Mayor, City Council and City Manager in the development of short and long-term financial goals and provides professional financial advice concerning how best to obtain those goals. Provides leadership and direction for the Department of Finance in the development of short and long term department goals. Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained. Manages the City’s budget process and develops and prepares financial studies and plans. Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES: Extensive knowledge of the principles, concepts, theories, and practices of current governmental accounting. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agencies, City officials, and the general public; to conduct necessary research and compile comprehensive reports; to plan, formulate, and execute policies and programs; to apply administrative concepts and practices to a variety of discrete functions; and to analyze and solve complex organizational and administrative problems. Considerable knowledge of internal control procedures and management information systems, of various software programs and their applications, of comprehensive, integrated financial management information systems, of public finance and fiscal planning, and of payroll and accounts payable functions. Working knowledge of budgeting, accounting, and reporting systems. Knowledge of the principles and practices of employment supervision.
EDUCATION AND EXPERIENCE: Graduation from an accredited four-year college or university with a degree in accounting. Minimum of 8 years of professional government experience including 3 years in financial management or a related field. Minimum of 5 years of supervisory level experience. Minimum of 3 years experience at the executive management level. Licensed CPA, 5 years in progressively responsible municipal finance work, and/or a graduate degree in a related field, such as finance, business, or public administration are preferred qualifications. Other combinations of education and experience providing the required knowledge, skills and abilities will be evaluated on an individual basis.
LICENSES AND SPECIAL REQUIREMENTS: CPA certification. Position subject to pre-employment substance abuse testing. Must be bondable.
