The City of Unalaska is accepting applications for the position of Public Works Director for a well-established public works department in the number-one commercial fishing port in the United States, the international Port of Dutch Harbor. Unalaska is a coastal community located in the Eastern Aleutian Islands with a multi-cultural population of approximately 4,700 full-time residents with seasonal influxes from multiple commercial fishery operations. Position is open until filled.
GENERAL DESCRIPTION: Executive position reporting to the City Manager. Responsible for administering road, vehicle, building maintenance, and supply divisions. Manages and administers capital projects; supervises management, planning, operation, engineering, and maintenance of City’s public works facilities and systems; provides planning and budgetary information to the City Council through City Manager for capital and maintenance projects.
QUALIFICATIONS: Knowledge of civil engineering and construction principles, practices, and methods as applicable to a municipal setting. Ability to understand and interpret technical information. Ability to negotiate and recommend contracts and change orders. Must be able to judge construction progress and quality of work performed by contractors. Proven ability to plan, formulate and execute policies and programs within budgetary guidelines utilizing sound management practices. Must have initiative and independent judgment in carrying out assignments. Ability to communicate effectively, orally and in writing, with Mayor, Council, City Manager, other government agencies, consultants and general public. Must have proven capital project administration and budget skills. Capable of conducting research, compiling comprehensive reports and developing professional memos to the City Manager and City Council.
EDUCATION AND EXPERIENCE: Bachelor’s degree in civil engineering or related field; eight years professional experience including three years in construction management or a related field; three years’ experience at an executive management level; five years of supervisory experience required. Previous experience as a municipal public works director and registered professional civil engineer in Alaska preferred. Experience with supervising a unionized workforce a plus. Other combinations of related education and/or experience that could provide the knowledge, skills, and abilities evaluated on an individual basis.
LICENSES AND SPECIAL REQUIREMENTS: Must possess a valid Alaska driver’s license or ability to obtain one within 30 days. Some travel is required. Position is subject to pre-employment substance abuse testing and background check.
