Position:  Deputy Director of Public Utilities
Salary: [Non-Union Position Min – Mid Range] $ 69,244.68 - $86,222.86

The City of Unalaska is accepting applications for the position of Deputy Director of Public Utilities.  Located in the central Aleutian Islands, Unalaska is a multicultural coastal community of approximately 4,500 full-time residents and is home to the number one commercial fishing port in the United States, the International Port of Dutch Harbor.

GENERAL DESCRIPTION: This position is under the supervision of the Public Utilities Director.  In coordination with the Director, implements operational and administrative activities of the department to include overseeing the development and administration of policies, procedures, programs, services, goals and objectives. Ensures the City is in compliance with applicable laws, codes, regulations and standards related to Utility operations. Ensures compliance with UCO Title X. Provides input into establishing Departmental budget and approving expenditures.

KNOWLEDGE, SKILLS & ABILITIES:  The successful candidate will have a demonstrated job history that included the following:
Knowledge of principles, concepts, theories and practices of air, water, wastewater, storm water and solid waste utility permitting
Knowledge of engineering and scientific principles, practices and methods as applicable to utility systems; the standard methods, principles, and practices of utility operations; and the state and federal rules, regulations, acts and statutes related to utility operations
Monitors changes to laws and regulations that may affect utility operations and prepares comments on draft bills and regulations
Compiles and analyzes a variety of data related to utilities and uses data to provide comprehensive reports; make recommendations for operational and procedural changes; provide information to contractors and consultants; and develop revenue, expense, and budget projections
Assists with the preparation of compliance reports for the US EPA, US Department of Justice, Alaska Department of Environmental Conservation, Alaska Department of Labor and Alaska Department of Natural Resources
Conducts field work and collects data related to utility operations, environmental monitoring, and project planning
Assists in development and presentation of information to City Council, City Manager, division supervisors, and other utility staff
Support staff and work alongside the Director overseeing personnel
Administer Utility Lineman Apprenticeship Program
Coordinate personnel safety training
Must possess personnel and project supervisory skills
Ability to maintain confidentiality, professionalism and have excellent written and oral communication skills

EDUCATION & EXPERIENCE:
A four-year degree in environmental science, biology, engineering or a related field required
Minimum two years professional experience preferably related to utility permitting and regulations required
Minimum two years in a supervisory role required
Combination of education and experience which could provide the knowledge, skills and abilities listed will be evaluated on an individual basis

LICENCES & SPECIAL REQUIREMENTS:
Must be at least 21 years of age
Must have, or be able to obtain, an Alaska Driver’s License within 90 days of hire
Ability to pass all required pre-employment testing i.e. Criminal background and work history, drug testing
Must be eligible to work in the US; requirements by Federal Law if hired must complete employment eligibility verification form (I-9)

Reimbursable Moving expense up to $4,000
Travel allowance $1,500 on anniversary of hire date
Tuition Reimbursement up to 100% (refer to Title III for details)
Medical premium 100% employer paid (employee & dependents). Paid Time Off starting at 8 hours per pay period
Eligible for Public Employees Retirement System (PERS) retirement
