Position: City Clerk Administrative Assistant
Salary: $32.78 - $34.78/hourly [Union Position Hiring range - Step 1-3]
The City of Unalaska is accepting applications for the City Clerk Administrative Assistant position. Located in the central Aleutian Islands, Unalaska, Alaska is a multicultural coastal community of approximately 4,250 full-time residents and is home to the number one commercial fishing port in the United States, the International Port of Dutch Harbor.
The following duties are not intended to serve as a comprehensive list of all duties performed by
employees in this classification. The duties shown are intended to provide a representative summary.
GENERAL DESCRIPTION: The entry-level position, under moderate supervision, performs a full range of administrative and specialized duties supporting the City Clerk’s Department. The principal functions are to review and record quarterly sales and bed tax returns, maintain account histories, and generate delinquent notices. In addition, this position administers business licensing and taxicab permits, maintains files, assists with records archiving, assists with City Council packets and meeting preparation, provides notary services, answers the telephone, responds to walk-ins, orders supplies, and provides a full range of administrative support. This work is performed under the direct supervision of the City Clerk, but considerable leeway is granted for the exercise of independent judgment and initiative.
EXAMPLES OF WORK: Maintains all sales tax, bed tax, property tax, raw fish tax, and tobacco tax files. Assists members of the public with completing sales tax reports and other tax forms. Generates correspondence regarding tax return errors and delinquent tax status. Under the direction of the City Clerk, assists with the implementation, administration, and maintenance of citywide records and information management by established policy and legal requirements. Provides administrative and clerical support in the City Clerk’s Department including City Council packet preparation, assembly, and distribution. Scans, indexes, and files ordinances, resolutions, and minutes. Maintains files of original documents. Answers City Hall switchboard, screens calls, takes messages, directs calls appropriately, and/or provides requested information, and responds to citizen inquiries on time. Responds to requests concerning property ownership, assessed value, and taxes due. Maintains Council Chambers scheduling calendar. Assists with elections. Maintains Clerk and Council pages on the city website. Posts public notices in the community. Performs mail handling for City Hall departments. Performs other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES: Ability to gain good knowledge of sales tax, bed tax, property tax, tobacco tax, and raw fish tax policies and procedures. Ability to communicate well with others, both verbally and in writing, using both technical and non-technical language. Ability to understand and follow verbal and written policies, procedures, and instructions. Ability to operate or quickly learn to operate a personal computer using standard software (Microsoft Office) and customized software (MUNIS and MARS) appropriate to assigned tasks. Ability to use logical and creative thought processes to develop solutions according to written specifications and verbal instructions. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Integrity, ingenuity, and inventiveness in the performance of assigned tasks. Proven ability to maintain confidentiality. Knowledge of office methods, procedures, and equipment (postage meter, telephone and voice mail, copiers, and printers). Ability to proofread written materials. Ability to establish and maintain effective relationships with elected officials, city department heads and staff, and the general public. Strong customer service and multi-tasking skills are required. Demonstrated ability to work effectively and courteously under stressful situations with the general public, other organizations and agencies, and city staff.
EDUCATION & EXPERIENCE: High School Diploma or GED equivalent required. Minimum two (2) years of clerical experience in a front office setting. Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work
LICENSES & SPECIAL REQUIREMENTS: Must be at least 18 years of age. Must have the ability to obtain a Driver’s License within 90 days of hire. Must be eligible to work in the US; if hired must complete employment eligibility verification form (I-9) as required by Federal law. Successfully pass background test which includes criminal background, professional, and reference checks. Successfully pass a pre-employment drug test.
