Department of Finance is accepting applications for the position of:  ACCOUNTING ASSISTANT II/Utilities Billing.  Position open for applications until 5:00 pm on Thursday, August 10, 2017. 

GENERAL DESCRIPTION:  Employees in this customer service journey level position provide accounting support for the electric, water, wastewater and solid waste enterprise funds including the preparation of utility billings, State of Alaska reports, and performs collections and general accounting duties.

EXAMPLES OF WORK:  Prepare utility billing for electric, water, wastewater and solid waste customers.  Update customers and service locations.  Maintain data for monthly electric rates.  Balance, reconcile and adjust customer utility deposits, billings and accounts.   Provide customer service to utility customers by answering questions; explaining bills and billing process; assist with resolution of billing disagreements; assist new and departing customers.  Prepare various monthly and annual State of Alaska Public Utilities Commission reports.  Prepare, monitor and send disconnection notices for utility customer collection as needed.  Contact delinquent customers and assist Senior Accountant in preparing small claims cases for collections.  Reconcile accounts receivable, customer deposit data base, general ledger account and the annual audit schedule.  Support the Accounting Assistant I/Cash Receipts position.  Projects as assigned and supervised by Senior Accountant.

KNOWLEDGE, SKILLS AND ABILITIES:  Basic knowledge of bookkeeping terminology and practices.  Knowledge of office procedures, equipment, general record keeping and filing systems.  Knowledge and skill with computer oriented tasks including spreadsheet and word processing software.  Skill in operating a ten key by touch and in data entry.  Ability to review and compare data to determine if further processing is required.  Ability to review and compare documents from a variety of sources for accuracy and completeness. Ability to learn about basic electric, water, wastewater and solid waste utility systems.  Ability to assist co-workers and the public in a professional manner.  Proven ability to maintain confidentiality.

EDUCATION AND EXPERIENCE:  High school diploma or G.E.D.  Must have successfully passed two or more sequential college level accounting classes.  Two (2) years office experience with bookkeeping/accounting responsibilities.  Minimum one year experience in customer service and/or collections preferred.  Other combinations of education and experience which could provide the knowledge, skills and abilities listed will be evaluated on an individual basis.
