Department of Finance is accepting applications for the position of:  ACCOUNTING ASSISTANT II- General Billing.  This position is open until filled.

GENERAL DESCRIPTION: This minimally supervised position provides accounting support for the ports, housing and airport enterprise funds, tideland leases, housing and miscellaneous accounts receivable.  Prepares invoices, provides customer service, collections for customers and performs general accounting duties.

EXAMPLES OF WORK: Prepares invoices for ports, airport, tideland leases, housing, and other accounts receivable.  Code daily accounts receivable checks and receipts.  Prepares original billing documents for airport, tideland and leases.  Prepares and mails monthly statements.  Contacts customers with delinquent accounts by telephone and documents collection contracts. Prepares and sends collection letters and delinquent notices.  Prepares maritime liens and small claims cases for collections by senior accountant.  Provides customer service, answers billing questions, explains bills and billing process, trouble shoots problems with bills for all accounts receivable.  Reconciles accounts receivable subsystem to general ledger accounts. Prepares monthly inventory journal entries and other routine journal entries.  Prepares monthly revenue reports.  Reconciles and prepares audit schedules for annual audit.  Acts as a backup for the cash receipts and utilities billing position on a daily basis and during scheduled and unscheduled personal leave.  This position will also be cross-trained in the Ports Billing position.

KNOWLEDGE, SKILLS AND ABILITIES: Basic knowledge of bookkeeping terminology and practices, office procedures, general record keeping and filing systems.  Specific knowledge of accounting methods and procedures for accounts receivables.  Skill in computer spread sheeting and data entry.   Ability to learn about basic maritime and airport operations. Strong problem solving and organizational skills.

EDUCATION AND EXPERIENCE: High school diploma or G.E.D. Two (2) years of office experience where bookkeeping/accounting was involved is required.  Successfully passing two sequential college level accounting classes is required. One year experience in customer service and/or collections preferred. Other combinations of education and experience that could provide the knowledge, skills and abilities listed will be evaluated on an individual basis.
